Something in your organization isn’t working the way it used to. Turnover has crept up. A rollout stalled. A team that used to hum has gone quiet, and the usual fixes aren’t holding. You can feel the problem. Naming it is harder, and solving the wrong problem gets expensive fast.
A needs assessment is how we find the real one.
Imagine what it would be like to
- Know exactly what's driving the problem instead of guessing at it
- Spend your budget on the fix that actually works, the first time
- Walk into your next big decision with a clear, prioritized plan and the confidence that it's the right one
That’s what a needs assessment gives you. Let’s talk about yours.
What is an HR needs assessment?
A needs assessment is a structured look under the hood of your organization. We talk to the people who actually do the work, follow how decisions and information move, and compare what’s happening on the ground against what your policies, your leaders, and your plans assume is happening. The gap between those two is usually where your problem lives.
We built ours around the ten workplace needs at the heart of our methodology, from clarity and communication to trust, recognition, and growth. That gives us a consistent way to find where things are breaking down, and where they’re already strong enough to build on.
How it works
We start with a conversation about what prompted the call and what you’re seeing. From there we gather input straight from your people, through interviews, focus groups, or a confidential survey, sized to fit your organization. We look at the systems around them too: how roles are defined, how change gets communicated, where accountability actually sits. Then we bring it all together into a picture you can act on.
You stay in the loop the whole way through. No black box, no dramatic reveal at the end.
What you walk away with
An honest read of what’s working, what isn’t, and why. Not a hundred-page report that dies on a shelf, but a prioritized set of findings and a recommended path: what to fix first, what can wait, and what it will cost you to leave alone. If we’re the right team to help with the work that follows, we’ll tell you. If you’re better off taking it from here yourself, we’ll tell you that too.
Why start here
Most people-problems get solved backwards. An organization feels the pain, guesses at the cause, and buys a solution, more training, a new system, a reorg, before anyone has confirmed what’s actually wrong. When the guess misses, the budget and the goodwill are gone and the problem is still sitting there.
Starting with a needs assessment means you spend on the right fix once instead of the wrong fix twice.
What clients Say
Who this is for
We do this work with growing organizations that have hit a moment where the people side got complicated.
Nonprofits sorting out governance and roles.
Healthcare, trades, and environmental services teams under real operational pressure.
Scaling companies where the informal systems that used to work quietly stopped working.
If something’s off and you want to know why before you spend to fix it, you’re in the right place.
who you'll partner with
Needs assessment work runs through Lori-Ann Duguay, our founder.
She spent more than two decades in senior HR and operations roles before starting People-Powered Solutions, long enough to know where people-problems actually come from and how to name them without making things worse.
She’s the one who asks the question everyone in the room has been avoiding, and the one your team ends up telling the truth to. Straight, warm, and hard to hand a tidy answer.
When an assessment needs more hands, she brings in our team, but you’ll always know she’s providing her expertise to your recommendations.

Still Have Questions? We’ve Got Answers.
It depends on the size of your organization and how many people we talk to. A focused look at a single team can wrap in a couple of weeks; a whole-organization review takes longer. We scope the timeline with you before we start, so there are no surprises.
More often than they’ll be with someone inside. We gather input confidentially and never attach names to specific comments in what we hand back. People tell us things they’ve never felt safe saying internally, and that’s usually where the real insight is.
No. A survey is one tool we might use, but the assessment is about real conversations, watching how information and decisions actually move, and comparing that to what your policies and leaders assume. A number on a dashboard tells you something’s off. We tell you why.
Sometimes you do, and the assessment adds context and perspective to how to address it. Just as often, the thing everyone points to is a symptom, not the cause. Either way, you’ll know for certain before you spend on a fix.
Yes. We work in English and in French, across Northern Ontario and beyond.
